I allow it to fill so that the “rush” moves as much as possible. I then let the tank flush run for 5-10 minutes and dump again. I do this several times but the tank gauge still shows half full.

That makes sense. I will check connections also. I guess if a full battery is 12.75 volts then if the converter stays at or above that while powering all four heaters then it is working correctly.
