Leak while filling water tank

We have a 2010 Puma 27 SBU. While filling the fresh water tank, I found water leaking out from around the hole that is in the heavy plastic around the tank drain and no it is not coming from the tank...

I don't blow the tanks. I pull the hot water anode and hook up the wet/dry vacuum up and suck all the water back through the hot water tank.

Look at the air bags with the built in jounce. That way you don't have to constantly have the air bags inflated.
