Leak while filling water tank

We have a 2010 Puma 27 SBU. While filling the fresh water tank, I found water leaking out from around the hole that is in the heavy plastic around the tank drain and no it is not coming from the tank...

I don't blow the tanks. I pull the hot water anode and hook up the wet/dry vacuum up and suck all the water back through the hot water tank.
