I would assume it’s more of an issue of being able to tow something with the tailgate in the way. If as you say, all four wheels are in the bed, then maybe just remove the tailgate.

Just use the WDH and leave bars off. I do this to pull my trailer out of the backyard because of uneven ground. I sure wouldn't use something undersized for the job.
