Bike rack options

I purchased this hitch to put onto my Arctic Wolf : https://www.amazon.com/gp/product/B0...?ie=UTF8&psc=1

I have 3 bikes that i'm looking to haul.

My plan was to buy this rack and modify to keep the bikes secured and upright: https://www.harborfreight.com/750-lb...ier-62660.html
Reason for this was that when not hauling bikes, i could dual purpose this rack for other things or use it on our vehicles when not towing.

Then i came across this: https://www.amazon.com/Tow-Tuff-TTF-...ike+rack+hitch

Does anyone know if you can buy the tire hoops seperately?
Or does anyone know of a universal optional accessory that does something similar that would work with the flat rack from Harbor Freight that i linked to above?

Why not forego the Harbor Freight rack ($99) and just order the bike rack with the hoops from Amazon ($169) and have the whole thing done in one shot, without having to re-do anything?

I suspect those tire hoops fold inside and lay flat in the rack when no bikes are being carried.

I thought about that, but the Harbor rack has 2 benefits.
-It folds up flush with the backside of the camper/vehicle when not in use.
-It has an additional 250lb rated capacity

I haven't ruled out just buying Tow Tuff rack, but my 2 points above are nice features.

My trailer 8299BS came with a fold down rack. Problem is that is beat the crap our of everything on the rack because it was foldable and not rigid. I subsequently bought the Tuff rack that you mentioned and I have been very happy with it. I use it for my 58 lb Ebike and another bike. Works great.

We got this contraption called an upnfront(https://www.upnfront.com) and it works great. We were able to mount 5 bikes on A frame between camper and TV. They were great guys and quick to answer emails with fitment questions... No, I don't work there. Good luck with whatever you decide.

If I couldn't put my bikes in my truck, this is what I'd get.
Puts the bikes where I can see them in my mirror.

I have a heavily modified bike Bunk with a swagman 4 bike carrier...

Replaced the curved uprights with straight ones.
Welded a 1-5/8 schedule 40 pipe on it to move it back about 8".
