Make sure that water heater tank has water in it. This is crucial. You can flip up the pressure relief lever on the water heater tank to verify.
If you just turn on the hot water taps, and the tank is still in bypass mode, you will get water out of the hot water taps..but it's not coming from the water heater...and is just where the cold water line is crossed over into the hot water line.
You have to be sure that tank has water in it.
