I have an 8281ss rockwood 2011 5th wheel and I find that the built in DVD player is not the best quality. Sometimes the picture has little lines in it and I am not very impressed with it. Do I need to have the dealer change it out, while under warranty or is this just how it is?

Yes, generally the stuff that RV manufacturers install is pretty bad. Personally I would look at places like Crutchfield.com and find a real quality car stereo with DVD/CD/WMA/MP3 player and replace the crap with that.
You don't mention the brand or model #.

I do not believe your DVD player should have lines in it.
