I was under the impression that the on/off switch controlled power to the up/down switch but awhile ago I noticed the up/down control worked no matter the position of the off/on switch, so what is it for?

I don't think I've ever used that switch except to make sure the light was off.

That switch is for the light and can easily be accidentally turned on during daylight without noticing. When I first got my trailer it was winter and parked in a spot not visible from inside the house. Next time I checked the trailer I had a dead battery.
For this reason and general security I have the jack on a separate keyed switch.
