What is the best adhesive to glue luan to foam?

It depends on the foam material.

Styrofoam can't have any petroleum-based solvent adhesive used on it. That means that flammable roll-on contact adhesive, or spray-on adhesive like Scotch 77 is a no-no.

However, a latex-based contact cement should be no problem.

Urethane foam would be a different story.

So more info is needed before you can get a good answer.

What type info? I'm doing a roof repair that has foam insulation in the roof cavity and need to glue .

That would be expanded polystyrene (aka Styrofoam).

Any good non-petroleum glue will do. Elmer's wood glue will work.

The strongest bond will probably be a polyurethane adhesive such as Elmer's Probond or Gorilla glue, but you'll have to apply weight on the surface until the glue cures because this type glue expands as it cures.

They even make Styrofoam glue, but it's kinda hard to find.
