Not always.
Floor vents are for the furnace, granted.
Ceiling vents are for the A/C... and... if you have a heat pump and/or a heat strip option in your A/C, they will blow semi-heated air out the ceiling vents. (usually not hot but warm(er))
Do you have two furnaces?
I'd suspect not (but some R/Vs do) and if not I'd bet when you select heat for the bedroom it is a heat pump/heat strip option in that A/C unit so the heat will only blow out the ceiling vents. Do you have either of these options? Also some bedroom thermostats have a heat mode but nothing (the options I mentioned above) is hooked to it except the fan when in heat mode. (see below) They typically use the same thermostat whether you do or don't.
I'll throw something else in the mix... some Dometic controlled units have an option to use the A/C fan to distribute the interior air throughout the rig. (warm air rises) With the fan setting in the thermostat on anything except AUTO (AU) the A/C's blower fan will run when using the furnace. (but not the compressor)
You can use this feature by setting the fan to High or Low at the thermostat. You can disable it by setting the thermostat fan setting to AUTO. (AU)
