I took the fan back apart and plugged it back in but I realized that was just the power from the circuit board to the motor.
I pulled the 12v fuse powering the fans and plugged it back in and it started working like normal again.

Just about anything today controlled by a "circuit board" responds to the "when in doubt REBOOT method".
Sometimes solid state devices get confused and lock into a particular mode which is not what YOU want. Power down, restart, and the circuit resets.
A note, just turning off and back on immediately may not work. Better to totally disconnect power (like removing fuse), let all components that might be storing power bleed down, then restart.
