mildew in particle board under bed

I just bought a 2002 Palomino Bronco 1500. I am having to remove and replace the over-cab bed because of mold and mildew in the particle board. Particle board is all removed except the very bottom layer, which appears to be just above the outside aluminum shell, which goes over the cab. The board is in pretty good shape, just will not be able to get the smell out. Any suggestions on how to get this last layer of particle board out of the camper? Or can the board be treated/coated? The board is a pretty tight fit.

Kilz paint/primer? I i understand it can be used for light waterproofing.
