Over Heating

Have a Berkshire 360FWS with 350 cummins. Having intermittent overheating problems that I now know is clutch fan related. What controls the fan? Is it strictly viscosity, or a sensor. I pull over let it cool down and then usually multiple starts will finally activate the clutch. Unit has 18000 miles but is off warranty
