Pretty good rule of thumb.
Goodyear narrows it down a bit more - 2% per 10 degrees F [top of page 6]
As for absolute temperature,
Bridgestone finds temps ~60 degrees greater than ambient, and over 200 is bad (for truck tires). Unfortunately,they also note that a handheld gauge provides the least reliable readings.
