As noted the anode is fine.

But I suspect the trailer is not "new." No need to "winterize" a new trailer, they come with no water in any tank or the water heater.

What does the title look like?

The OP said the dealer runs water through the plumbing and if so they should winterize it. I just think the anode rod should probably have been installed. Although, leaving it out does allow the purchaser to know how much life is left. No issue with the rust and anode rod condition.
