Wind blowing on hot water vent

We are currently in Tucson and there is a very strong wind that is blowing directly towards our exterior hot water vent. We have no other visitors next to us on that side to help block the wind. When I semi-block the vent from the wind, it operates fine. Does anyone know of a vent cover I can either add or replace to help protect from a direct wind and still provide proper venting.

A friend of mine made a PVC frame with legs and put a small tarp (4x6) on it to block the wind for his water heater. Cost him like $12.
