Heat pump roof sealant

We have a new 2021 39A. We noticed a lot of water coming out of one of the front air vents used for the return air in the ceiling above the couch. It is parallel to the front roof heat pump. Lots of water comes in when it rains.
I crawled up on the roof and was surprised to see no sealant around the base of the heat pump and rear a/c unit where the metal frame meets the roof. It looks like there is a thin foil type material but that’s it. This doesn’t seem normal to me. Anyone else not have sealant here?
The first pic is the front of the heat pump. It shows the foil base. The second pic shows a foam seal from the back of the heat pump. Note it has a lot of water absorbed in it.

Normally there is 1 1/2” foam gasket under the ax and on top of the roof. This is compressed when the unit is bolted to the roof members.

As Nightshifter said, It's just a foam gasket that sits on the roof and the A/C unit sits on that and the hold down bolts compress it.

The torque requirement for the hold down bolts is 45 in lbs (~4 ft lbs). That's just good and snug.
