Vent Pipe?

Can anyone tell me what this vent pipe is for. I assume it is a vent pipe but do not know for sure. It is in my plumbing bin next to all the water shutoffs. I've attached a picture.

Looks like it could be a place to store a sewer hose.

That rubber insert is like the end caps on a Class C bumper. pull it off and look inside. Popular opinion is that it is storage for a sewer hose. But I don't think anyone has been able to get a hose in that space.

I cut the opening a bit bigger. I got a 10' section of dominator sewer hose and the elbow piece. Works great.
