Hot water heater problem

hi-camped for my 1st time in my 2014 coachman freedom express trailer---Hot water heater--elect. and gas all seem to work but my water is just warm not hot---the warm water pulses cold ,warm, cold, warm,along with the water pump..shouldn't have to run the water for long periods. would this be a valve to many open on the hot water heater,or a bad hot water heater itself--the gas lights like it's supposed to and the electric does work..thanks in advance Nick

winterizing valve is opened in the back of the water heater itself.

X2, check out this thread we keep at the top of the plumbing section, which explains it. Your crossover valve is open most likely.
