Thumbs down HVAC mystery

Every time I start up a hill my HVAC fan shuts down until the vacuum comes back up. Most noticeable when using the ac. As soon as the vacuum comes back up the cold air rushes back out of the vents. Is this a check valve issue or a leak?

Probably a vacuum leak or a vacuum reservoir not hooked up properly.
I would also guess your fan isn't shutting down.
When you loose vacuum, the HVAC blend defaults to the defrost position.
The fan is probably still running, just blowing out the defrost.
