the junction box on the side of the water heater check in there I had the same problem one of the marettes got melted and shorted out.Good luck mine was hard to get to.

I might add...shorted at the switch.
Any chance the limit is shorted somehow?

with everybody's trouble shooting tips i believe that I have discovered the issue.
It was not with the HW tank it self. it was between the rv breaker and the plug that the HW plugs into.
could be a break in the wire or even the plug

I currently have a new wire and plug from the panel box as a temp for testing
so far has not blown the breaker

there is easy access to from the panel box to the HW tank, I should be able to run new wire to it with no problem.

I'm sure this will be easier then trying to trace the wire, and find a junction box buried somewhere in the underbelly.

next question is:
household 14/2 wire good enough or do i need outdoor rated wire?
and house hold plug good enough also?

I don't have the wiring diagram but I would also check the over temperature sensor/switch also for short to ground.

I believe it was stated it trips the breaker even with the switches off. So it is a wiring short between the breaker and the switch.

If you have a way to run a new cable here that is probably the best choice.

Both of those are better than from the factory.
Inexpensive wire (read cheap) and push to connect plugs (also read cheap) come from the factory.

Normal 14-2 should be fine. I think outdoor is just rated for direct burial.
