I would remove the motor, check to see if the shaft is sceized. If so, work some 3 & 1 oil around the shaft and bearings to free up the shaft. Never use WD-40! Make sure the shaft is free and turns easily. Connect the motor to 12-volt battery and see if it runs. If so, you are good for another 10 or so years. If not, depending on one's mechanical and electrical skills, open the motor for more in-depth surgery. Likely you will find the brushes or armateur fowled or scored. Deciding on what to do next is a decision to be made based on what one finds.
