Trouble with the water heater

At the end of the season last year, I bought a 2000 Cedar Creek by Forest River. Everything is great with it, but I can't get the water heater working. Unfortunately, the guy I bought it from isn't much help (doesn't want to answer my questions) and the owner's manual is long gone. So,

1. How do I fill the water heater?
2. How do turn it on (besides turning "on" the gas switch outside, and the water heater switch "on" on the inside)?
3. When I turn on the inside switch the reset light comes on. Why?
4. What is the red button above the water heater switch and reset light?

Any input would be great! Thanks!

The on switch on your water heater it self I am pretty is for electric only. So I would turn that back to off. Then make sure your water heater is not set up for winterizing still. You will have to turn the valves back to summer mode. Which means both the hot and cold need to be opened on the water heater. And there is probably a by pass in the middle that will need to stay closed. Then open hot water side on the faucets and your water heater tank will fill. Keep open until water comes out.

Yes, the switch on the heater is for electric operation, if it is on without water the element will burn out.
The red button should be the reset button.
Also...make sure your propane tanks valves are open...once filled and gas on with switch in trailer on you should hear the ignioer firing...
