For clarification, those wires are not "capped" they are "connected". The unknown here is; what is at the other end of those wires.
You need a 12V source (battery/converter) to power the unit. You need a switch to turn if off when not in use to save battery power.
I'm thinking the purpose of this thread is because the unit does not have power. Who knows what the PO wired it to.
