You may want to consider staying in Fredericksburg, VA area. I know there is a KOA there. About a two hour +/- drive to Monticello, two hours +/- to Willismsburg/Jamestown/Virgina Beach areas, and about an hour +/- from Washington, DC (this depends on traffic!). I have heard Cherry Hill is very nice, but it is close to College Park and would be a long drive to Monticello for a day trip.

Washington Capitol KOA

We like the Washington/Capitol KOA in Millersville, MD. It's a nice park and has a free shuttle to take you to the train which will drop you right off at Union Station downtown DC. You can spend the day in DC and leave you car at the campground.

If you go to Cherry Hill make sure you lock every thing up, this campground has a lot of shady things going on. The bus service is very poor. My best experiences have been at the Capital KOA. Nice quiet park and great shuttle service.
