B&W hitch and tri fold cover

I have a 2016 ram 3500 short bed and the B&W hitch that fits with the ram 5th wheel prep. I had it adjusted so it was centered over the axle and at the lowest setting. My 5th wheel towed level and i had 5 and a half inches of clearance to the bed rails. Now comes the problem. I installed a tri fold cover on the truck and in order to clear it when turning on inclines and dips I need to either move the hitch up one notch or back. So do you guys think its better to be slightly nose high or level and using the 4 inches behind the axle setting.

Take the cover off when towing you don't want to cause towing issues by moving hitch behind axel.

I would raise hitch the 1" really don't think it will make that much of a difference.
