Don't be so sure. In NJ it is considered a trailer and requires lighting also. If it was less than 4' from the bumper you could get away with it. It's considered a swivel wheel trailer.

You need to carefully check each state you intend to pull your combination through or you could end up with a problem. Towing a TOAD with a trailer behind it isn’t nearly as commonly allowed as towing something behind a 5th wheel trailer. While many states allow a commercial semi tractor-trailer combination to tow a second trailer, they have special laws for recreational vehicle towing. Another problem is that there are numerous errors the web sites that cover the triple-tow laws. I’ve only researched my home state, Minnesota.

In Minnesota you can triple tow under these conditions:

• Only a “fifth-wheel” coupling is allowed between the pickup truck and the middle vehicle [no gooseneck];
• The second trailer may only haul watercraft, a motorcycle, a motorized bicycle, off-highway motorcycle, ATV, snowmobile, motorized golf cart or equestrian equipment or supplies;
• The total combination of vehicles does not exceed 70 feet;
• The towing rating of the pickup truck is equal to or greater than the total weight of all vehicles being towed;
• The driver is at least 18 years of age; and
• No travel within the Twin Cities Metro area during weekday rush hour times: 6:00 am – 8:30 am and 3:30 pm – 6:00 pm.

Make some phone calls so you know the applicable laws.

It is legal in Arkansas if you are under a certain limit, I have pulled double and the trailer trailed properly. It makes for a long caravan and will stress you in traffic.

Swivel wheels are considered separate trailers here in PA because they still use an extension / connection to another vehicle via a hitch (even if it is two "hitchs") to hook them up. It would need lighting, and a tag. If its capacity is over 3k it would need inspection and brakes.
