RV Tow Car Brake British Columbia

We have a Georgtown GT3 with a Blue Ox tow bar towing a 2017 Fiat 500 Pop.
The GT3 GVW is 16000 lbs. and the car is 2200 lbs. What are the requirements for towing in British Columbia Canada for their website states 3000 lbs required. Are there any other US State rwquiring towing? What brake system is recommended if needed?
