Sorry a little late to the party here, but as far as towing (not payload) capacity, I went round and round with GM over this for my 2016 2500HD. I'll just copy and paste the email I sent to one of the really good fleet dealers, and then his response from GM. Maybe this is helpful for someone, but if not, just ignore.

My email:
I am really struggling to find a true tow rating for my truck. It is a 2016 Sierra 2500HD crew cab Denali standard box 4WD. So what is throwing me off is the owner’s manual shows 13,900 for limit, as does the 2016 GM Towing Guide. However, the 2015 GM towing guide for the exact same truck shows 17,100. I talked to GM Customer Service on Friday and they couldn’t figure it out, which is sort of frustrating. I have tried 2 other dealer service departments as well and they have given me various answers, but nothing I would bank on.

Here are the manuals I am referring to.

I know about SAE J2807 ratings, but my understanding is those numbers changed for 2015, so it wouldn’t make sense to me to have a large difference between 2015 and 2016. I need to solve this though so I know what size trailer I can comfortably tow. Anyway, am hoping you or one of your folks might know.

Here is the answer I got, and you’re not going to like it. There is no change in design of the trucks from 2015 to 2016. But to
Comply with SAE J2807 I am being told is the reason for the change in the rating. This was done so all manufactures have the same standards

TV tow, payload and axle ratings are figments of engineers imagination. If you can add air bags and pull it, do it. It's cheaper to use what you got till it breaks, kinda like the Chinese Tires. Most manufactures don't know the real ability of their vehicles, so prove them wrong. If you believe the above, I hope I'm not near you when something decides to break.

Back in the early 80's one of my finance instructors came in with this story. He was heading south on I-75 in Ohio (known at the time for being a stickler on speed). He in his car and some unknown kid following in another car (allegedly with his parents in the back seat). They are both doing 100+ blowing past semis, etc like they were standing still. Both got pulled over, cop said he was about to call ahead for help because he had a really hard time catching up to them due to traffic!

Anyway, cop wrote the ticket and told my instructor pay now or go to the station. Instructor didn't have the cash but the cop said he accepted MC and Visa! Instructor pulled out his card and the cop pulled out one of the old style imprinters for CCs. Zip/Zap on the hood of the car, a quick signature and my instructor was on his way. Not sure what happened to the the kid...

That just blows my mind.. It amazes me these collect the fees on the side of the road stories.. I am amazed it was ever legal and acceptable! I would never even touch money out on the road. To many chances of issues.

Back in the day things were different in the south. I remember seeing a person get pulled over for speeding doing 56 mph while passing me while I was doing 55. In the 80's the speed.limit nationally was 55. Doing 100 a ticket was having a cop do you a Huge favor.

I couldn't imagine it either, Doc. Then I googled "cops accepting fines on the spot" and was amazed at what I found.

What a world we are living in.
