I see that your outside water heater access door is under the rear end of the curb side window. Looking at the floor plan, that would put the water heater under your stove. I see there is a drawer or cabinet under the stove/oven. If it's a drawer, you probably have to remove it to access the valves. If it's a cabinet door, there's probably a flimsy partition at the back that keeps stuff in the cabinet from impacting the valves. If so, it's probably screwed in with a couple of screws.
Be aware that there are quite a few variations in how these valves are arranged/installed. Here's a pic of the most common method:
Note that valves with the handles in line with the piping are OPEN. Valves with the handles perpendicular to the piping are CLOSED.
