My 2012 Solera would act that way if I opened the “dump valve” on the AC unit. The “dump valve” is a flap which directs the cool air either out the bottom of the AC unit or through the ceiling vents.
Of note, having the “dump valve” open gets the most cold air into our RV. Routing through the (only marginally insulated) ceiling ducts both heats the air some before it enters and presents resistance to the air flow, reducing the flow rate. Dump valve open and a small fan to circulate the air from the dump valve results in more net cooling in my experience.
Again, these comments are based on my experience with our 2012 Solera - and may not apply to your unit.
