Help, horn still blaring!

My 20 lb dog jumped on steering wheel while barking at dogs outside and horn started blaring and wouldn't stop. A man unhooked battery and then unhooked horn before hooking battery back up.
How do I get this horn to stop?
The dog is in the doghouse.

Bang on the horn ring (60 years ago they were rings, remember?) on the steering wheel or find the relay it is hooked to. The relay will be between the horn and the steering wheel. Power goes from battery to steering wheel to relay to horn. The steering wheel or the relay is stuck.
