Not familiar with the Jensen but a wild guess, if it shares the radio controls it's possible the nav voice volume is just turned down.
In my truck if I turn the radio volume knob while the nav is speaking it lowers the nav volume and not the radio. The problem is "when is it speaking". Mine has a button to repeat the last instruction. I can push this button and then crank the volume knob up or down while it's talking.
