My guess would be mirror control and perhaps a mirror heat switch.

Heated mirrors. Turn it on and feel the mirror. It won’t get hot, just warm which is enough to remove fog or ice!

The upper switch is for heating the outside rear view mirrors; the lower switch adjusts the viewing angle of the upper section of the mirrors.
