I see the plant code and the serial number...date code may be on the other side of the tire.

From my understanding many tire sizes for use in the RV Coach segment have been in short supply. With that said it would not be surprising to me that the warehouses are cleaning out there back corners of old inventory.

I know "18" tires don't seam right on a "21" but one needs to look at the manufacturing date of the chasses.

Don't know about other companies warehouses but ours were all First In/First Out. Unless it was a real "oddball" there were no old tires in corners. We also transferred tires from whse to whse, all 6 of them, to make sure nothing got too old.

Getting back on-track...
With so many tires being manufactured around the world, are these date-code numbers based upon Standard American Equivalents (SAE), Metric, or common-core mathematics? (How many weeks in a Metric year?)

regardless of what year they actually are, its very simple why its allowed and "Acceptable" because its not illegal; old new stock is still new and can be sold as such, that it's sat somewhere for years as new stock is entirely irrelevant as far as the law is concerned.

I'm not sure this applies to the situation at hand. The OP's tires might have been manufactured around April Fool's day of this year since the OP has never posted the actual DOT code. See post #8.

thats why i said regardless of what year, the point being as long as it is new and has never been sold to an end consumer then they can be sold as new with new trailer, vehicle, whatever.

so even if they are new or are 5 years old, its all the same as long as they haven't been sold or used before.

If your year-model rig is 2021, Forest River probably bought the RV chassis from Ford in 2020 to start the coach build. The RV chassis that Ford sold to FR was probably built in 2018, then sold in 2019 (Check the VIN). Ford off-of-the-shelf or in-stock materials, including tires, were probably built on 2018-2019. My 2014 FR3 has a 2013 VIN. Your tires were probably about a year-old when bolted-onto the Ford RF chassis. Hope this may clarify some of your concerns.
