Water squirting out of fill cap

I have a sunseeker 3010DS when its hooked up to city water and after the tank fills, water is squirting out of the outside manual tank fill cap. I replaced the pump motor, replaced the o-ring in the water filter and replaced the smaller inline filter and housing.
Also not hooked up to city water and the pump is turned on all i hear is bubbling inside the water tank. I assume there is air leaking in but cant find the leak.

Is it possible that the pump is mounted backwards? That would prevent the internal check valve from working and allow city water to fill your FW tank quickly. When disconnected from city and the pump is activated it would pump air into the FW tank.

The inlet side of the pump needs to be on the left.

Here is one that works. Note the pressure switch wires come out the back.
