As it turns out, this rail system has a low-voltage rail-break notification/protection system meant to notify the operators if there is rail damage. It, too, was not working or ignored.
As for the bridge damage, it was collateral damage caused by heavily-loaded rail cars piling up on and crashing into the bridge structure. There's no evidence that the bridge made any contribution to the accident...other than collapsing under the onslaught of derailed coal cars.
