House Battery Wire Issue

I'm new to the forum and I'm a little confused. I have an '08 374TS that I just had new house batteries installed by the dealer. I noticed today that there is a green wire hanging loose under the steps and cannot figure out where it goes. It looks like the wire is coming out from a module under the step. The loose end has a round terminal connection that looks like it should hook up to the batteries but when touched to the positive post it sparks.Steps are working fine. Can you guys help with this?

It is a ground wire. Take a look at my attached document and you will see the picture with the green wire going to a strap and ground.
