Thumbs down missing rear anti-torsion / sway bar bracket?

During my 7,500 mile multi-point inspection, the Ford technician detected a missing driver rear anti-torsion / sway bar bracket and it’s two bolts. I purchased my 2011 Georgetown 300FWSNBF-3011 last year. Could Ford have accidently ommitted this chassis item during the production of my vehicle?

Hopefully they replaced the bracket for FREE.
FORD had a TSB OUT for that

Actually their is a Ford TSB message out on the 2011 F53 chassis the rear sway bar bracket may come loose.
The message was here in this section a few days ago.
