Wipers Stuck on 2004 Georgetown XL

Both Wipers suddenly got stuck on the outside of the Windshield on my 2004 Georgetown XL while I was driving in a downpour of rain.

They stay on the outside but jerk/vibrate when turned on.

Any suggestions of how to fix this problem?

It is a major issue due to the fact I am in Florida where it rains almost every day and a heavy downpour often comes out of nowhere. That fact makes functioning windshield wipers essential for safe driving.
