Admin help requested

I believe there was once a post by the admins to help members understand what their action plan should be to get a problem resolved (Step 1. Read your manuals Step 2 Consult with your FR dealer, etc,.)

I can not find this post. The closest I came to finding that post was one which contained hyperlinks to Rules, FAQs, etc, however the hyperlinks take me in a recursive loop.

Does the above post exist and can you help me find it? I would like to be able to point new members to an action plan recommended by this forum that they should follow first.
