On the full web version of the forums, click on the library tab in the top menu bar
Figure which category you want to put it in, and click on that category.
At the navigation bar on top of the lists, click the add button
Fill in the file name, description (optional), scroll down to the add file option, and use browse to find it on your computer....then click on the add file button at bottom.
A site team member will then have to approve it.
