The Walmart sign is classic! You know somebody complained "But the sign back there says 2 for $5!"
That correction sign for Walmart is actually a valid sign, as often with a sale you have to buy the amount on the sign to get the sale price.
Many times I've wanted to only buy two items instead of four, but didn't get the sale price because in order to get the sale price you had to buy the larger number of items whether you wanted or needed them.
So while those two prices sound the same...they often are not!
I see this at Fry's (King Soopers and Kroger in other markets) all the time.

If I see a sign that says "4 for $10" or "2 for $5", my assumption is that the unit price is $2.50 and I expect to pay that price unless the sign specifically says you have to buy the larger amount to get that unit price. Often around here the grocery store has similar signs and always honours the unit price.

So it you bought just one you pay more and if you bought 3 the first two are $5 and the third is $2.95. Albertson's and Tom Thumb have also started a little trick on their coupons. It will advertise 4 for $6 with a limit of 4 but if you buy 5 all of them revert to the original non-sale price because you bought too many. Little games everywhere

It is not always the stores that have the price reductions...
It is often the supplier or manufacturer of the product who makes up those sale prices and restrictions.

My dad...born in 1940 worked at a small grocery store as a kid. He said they would have stuff marked at each price and so many for a $1. Ex .23¢ ea or 4 for a $1. He said the would buy the 4 and ask for the discount. True story.
