Registering my RV in oregon

Hi I bought a new forester 2401w in July of this year. I live in the state of Hawaii
But wil not be taking it there, was told originally by DMV in Oregon that it would not be a problem as long as I had a address to keep my RV at while I wasn’t using it.
I’m using my brothers address but after sending all my paperwork and check
I received a letter saying I may not qualify it seem that that ruling applies to cars,truck,and vans but morothomes do not qualify.
Has anyone else ever tryed to register in different state or any suggestions on how or where to register?

Oregon cracked down on out of state RV buyers, a number of years ago. Because Oregon has no sales tax, a lot of out of state customers, especially Californians, bought in Oregon to get of of sales taxes. Some Oregon RV dealers were complicit in this, faking Oregon addresses for customers.
