Brake lights don't work when ignition off...

I took my 2011 Solera S to be inspected today. The inspector had me sit in the cab and test lights and brake.

The brake lights didn't work with the ignition off. As soon as I started the engine, everything worked.

I thought that all vehicles lit their brake lights regardless of ignition status. Does anyone know if this is true of all Soleras? Is it true of Sprinters? All my other vehicles will light the brake lights with ignition off. I thought that it was a requirement that they work without the key.

Can anyone enlighten me?

Just checked. My brake lights do not work with vehicle off. 2011 Solera, 2010 Chassis.

Flashers do work.

Not all.
Most of the European makes do not.
