Just a guess until someone with your make/model RV responds, but could be a light switch.
My trailer has a similar wall switch that only controls the first light when you step into the trailer. However for this switch to work properly, you have to also have the light turned ON at the light fixture itself. This way, you can control the lights ON/OFF function with the switch on the wall, which is handy when you are entering/exiting the trailer....and allows you to see while doing this.
If you turn off the light at the fixture, then the wall switch won't have any effect. You have to leave the fixture switch on...then use the wall switch.
Anyhow, just a guess...and you can see if this is applicable to your RV or not.
