Sounds like your low point drains, is one red and one blue by chance. Usually don't have caps but do have valves that can be opened and closed, if you can post a picture it would help.

With a great deal of effort I was finally able to get 2 wrenches on each one and carefully tighten enough to stop the dripping. It appears the previous owners had not noticed or cared...the metal on the axle below has a lot of rust vs the other side.
I guess I am not clear though...what is the purpose of these 2 "low point" drains?
I installed two valves and garden hose fitting to terminate with caps. for ease of use. And it allows you to connect a garden hose on site to use as an exterior faucet. To wash grill, toys ect. Can choose hot or cold also.

That is a new one! Haven't seen anyone else post that solution. Interesting idea.
