FW tanks can come with a "drain plug" or with a drain valve. If it has a valve, it doesn't really need a cap.
You could also be looking at the vent line, which you don't want to cap. Some folks put a valve in it because if the loop seal isn't high enough, it will "siphon" water out of the tank as you drive down the road. If you do this, make SURE the valve is open anytime you fill the tank.
I'm attaching a plumbing pic. With the variations shown, it probably covers 95% of RV's.
