Black water tank rinse valve not working

We have a Wildcat 5th wheel that has two black water tanks as well as two grey water tanks.

There is a Black Water rinse valve located in the outside compartment for hooking a hose up and rinse the black water tank or tanks.

Problem is if I hook a hose up to the inlet and turn the water on the hose builds up pressure but no water flows past the inlet into the tank or tanks.

If you noticed I keep saying tank or tanks. Since I have two black water tanks would the rinse if working spray both black water tanks at the same time or is there a diverter valve somewhere that would need to be switched?

Fifth Wheel is a 2013 Wildcat 353LS for reference purposes.

Did you try removing the filter screen on the inlet to check if it's clogged?
