I've seen people towing down a long, steep grade riding their brakes and not using the engine to slow everything down. It isn't pretty.

AFAIK, there is a runaway truck ramp at the bottom of the Spooner grade, just before the intersection. I realize truck drivers in a panic with no brakes might miss the ramp..but they are well marked with signs.
If I had to guess, this driver is an owner operator who works for a broker who sells him loads to pull or carry. The trucking industry calls these drivers "hot shots" and they have a reputation of being unregulated. Hot shots deliver loads when it absolutely has to be there asap.

Who owns the trailer?

Or did the driver borrow one from a buddy?

Don't know for sure. Around where i live larger boat trailers never get " dunked ". Boats of any size are usually launched and recovered with cranes or travel-lifts.
Regardless, even hudraulic "surge brakes" have emergency breakaway devices with chain/cable that needs to be attached to a solid anchor on tow vehicle.
Curious how fast the driver was going down the hill. Even with good brakes they will fade rapidly is going downhill fast.

Based on the journalism I'm seeing these days, it wouldn't surprise me if the original reporter thinks 1000 lbs. is a ton.

You mean it’s not?

My guess is the weight is the gvrws of the truck and trailer. For CDL it is the capacities and or physical weight to determine license class. So a 350 Dually I have seen anywhere from 12500 to 14500 GVWR and a 5 axle trailer I am sure is at least 20k. I deal with them all the time as they see a TV show for shipping wars go out and get a dually and a low boy and think they are golden. It would amaze people what are on the roads around them.

I live five minutes away from where this horrific accident occurred. Witnesses who saw the boat being towed from Lake Tahoe stated the truck was way too small for that very large boat. I drive my class C rv on that stretch of mountain highway and it is NOT fun! Very steep and windy 6% grade; downshifting and not riding the brakes IS a necessity. I don’t think the runaway vehicle sand trap at the bottom is very well marked either. Tragically; Gonzales the 24 year old inexperienced driver failed to even use it.

10k for that trailer 😳 I owned dual tandem 40,000 capacity Fruehauf tilt bed for my tractors and it weighed 8,000.

I have a 2019 F-350. When I bought it I asked the dealer to show me the weight limits on the computer. He pulled it up and showed it to me. For a 5th wheel hitch the limit was 27500. But for a gooseneck hitch the limit is 38,000. Maybe that's where the reporter screwed up number.

I looked up the dealer in Florida (look at the dealer name on the frame - coincidence that the driver was from Florida, perhaps?) and a trailer to haul a boat that size and weight runs 12.5K to 14.5K shipping weight depending on manufacturer. This one probably weighs a little bit less.
The frames are adjustable to accommodate a wide range of sizes.
