It means the manufacturer does not make that exact model anymore, but you can still find new ones at dealers.

In terms of sales promotion it means the sales discount applies only to items the dealer has on stock or inventory on their lot.

In terms of a car dealer, if you want something with different options than they have and it has to be ordered from the factory, the sales price will not apply.

It works the same at RV dealers.

Just a guess, but I think it might refer to a sale price that only applies to items the dealer has on hand. If they have to order what you want, you would not get the lower price.
